Please check your permissions especially those for "services". After searching the net for hrs and this is the only solution that really helped my problem. Problem solved!

If you go through steps 1-3 above and try to install a new version of SPTD then find you get “failed to open service key”… it's because you haven't restarted/rebooted yet.
