Sharepoint 2013 Cannot Move Web Part

I am using IE8 but I have verified this behavior on another machine that runs IE7. The only way to arrange the WebParts on the Page is by using moving HTMl tags in the Edit Source of the Page. I think it is an IE setting. I tried the copy/paste method with mixed results, but this method worked beautifully!
