What ever you are downloading (hopefully legal) may not have any servers up allowing to "seed" the information to you. Finally, the ports you are using are just outside of the recommended range.  The recommended port range is 49152-65534.  So I would start by changing to ports in that range (especially To say your torrents are not working because a tracker is offline is just not true.
