I ran all of the commands you mentioned on both DCs, just to be thorough, and they are zipped at the link below. Windows Time Service Access Denied Stay logged in Sign up now! I go to start it and it gives the error "windows could not start the windows time service on local computer" so I tried to log it in under the domain https://community.spiceworks.com/topic/336962-changing-time-server-w32tm-resync-rediscover-access-is-denied-0x80070005 The Windows Time service was stopped successfully.
