We've been successfully performing a SILENT install of the .NET framework version 1.1 for some time now as part of the setup of 3 or our products. You said that when you do this from the run box: msiexec /i C:\DtNtCabs\netfx.msi /qn /l*v c:\dotnet.log it works fine... I'm going to try a system reboot to see if that helps at all.
